Lake committee reviews early plan for veterans plaza - Times Record News

With the new boardwalk well underway, the Lake Wichita Revitalization Committee is setting their sites on the next project on the books – the veterans memorial plaza.

The committee had an informal meeting Tuesday because they lacked a quorum, but they still received updates on shoreline amenities projects.

The boardwalk construction is moving along on schedule and is expected to be complete possibly at the end of May.

The group received a Phase 1 engineering design rendering of what the area could look like in the future.

The design includes an open lawn with a long pathway to a circular area where the Gold Star memorial wall will be placed. Another wall honoring donors to the plaza will be toward the beginning of the path, closer to the parking lot.

The main area will include the seals of all five United States military branches, shade trees and benches.

A restroom and stairway from the parking lot to the main path are also included in the plan.

The veterans area is expected to include a bronze statue honoring Vietnam veterans that was created by Garland Weeks and donated by the Daughters of American Revolution.

Friends of the Reservoirs Lake Wichita Chapter Executive Director Stewart Harvey said they are meeting with several potential donors to gauge the availability of funding for this project.

The goal, he said, is to provide a beautiful space that honors the sacrifices of service men and women but makes sense economically for the Wichita Falls area.

Harvey said they have a dollar figure in mind, but that number could go up or down depending on feedback they receive from donors and potential donors.

Depending on available funding, the memorial plaza could be moved closer to the boat ramp area to avoid some of the costly wetland mitigation.

Along with plans for the veterans plaza, Harvey said they are cementing a date, possibly late March, for lake-bed samples to be collected and tested for brick making.

Funds collected during Texoma Gives Day were earmarked for the testing process, which is expected to be $6,000.

Aqua-Tech Laboratories professionals will come to the lake and collect samples from three areas for a total of 15 five-gallon buckets.

The material will then be formed into compressed earth blocks (CEBs) and tested for strength, durability and other qualities. Harvey said about 100 bricks will be created.

If the Lake Wichita CEBs make the grade, inventor of the CEB process Jim Hallock will host a town-hall meeting at the MSU Texas that is open to the public to discuss the possible opportunities for the blocks.

The city of San Antonio is one of the first large cities to see the potential of CEBs and they are considering adding use of the blocks into their building code.

Just like the city’s use of direct-potable reuse water during the drought, Harvey said the creation of CEBs in the Wichita Falls area could once again place the city on the map as a pioneer for environmentally sustainable technology.
