Brunswick City Council approves Medina County solid waste management plan - cleveland.com

BRUNSWICK, Ohio -- Following lengthy debate over the details of the most recent five-year update to the Medina County Solid Waste District’s solid waste management plan, Brunswick City Council approved the update at a special meeting Monday (Nov. 30).

As the most populous municipality in the county, Brunswick’s approval was required. In addition, the Medina County commissioners and a combined 60 percent of Medina County must approve the plan by Dec. 12.

If the Dec. 12 deadline is not met, the plan will be rewritten by the Ohio Environmental Protection Agency.

At its Nov. 23 regular meeting, Brunswick City Council un-tabled the legislation, then re-tabled it in order to add an emergency clause to the resolution. Law Director Ken Fisher explained that the emergency clause will allow the legislation to take effect immediately after passage, thereby meeting the Solid Waste District’s Dec. 12 deadline.

Ward 4 Councilman Anthony Capretta was not in attendance at Monday’s special meeting.

2020 budget amendments

Council also approved two pieces of legislation advancing funds and amending the 2020 operating budget at the Nov. 23 meeting.

Finance Director Todd Fischer explained that the funds advance of $10,688, from the general fund to the Department of Justice Grant fund, will allow the Brunswick Division of Police to use CARES (Coronavirus Aid, Relief, and Economic Security) Act money for items related to fighting COVID-19.

A $325,575 budget increase included engineering and design of a Pearl Road reconstruction project -- money that Fischer said the city is expecting to get back in state and federal grant funds as the project proceeds.

“The city is likely getting a couple million dollars, but we have to kind of ‘front’ the money,” Fischer said.

The increase also included $139,000 to the city’s neighborhood streets paving program, in order to complete work begun this year in Ward 3. City Manager Carl DeForest said that it “made more sense” to finish the project this year than to “wait two or three years” to return to Ward 3 neighborhoods. A change order to Chagrin Valley Paving for the amount was also approved at the meeting.

Later in the meeting, council approved the city’s $72.1 million 2021 appropriations budget.

Old Eagle Drive improvement fund

Council also approved an ordinance establishing the OPWC Old Eagle Drive Improvement Fund.

DeForest explained that the fund is being established in anticipation of a grant from the Ohio Public Works Commission (OPWC) for the reconstruction project on Old Eagle Drive, from Center Road north to Valley Forge Drive.

The project is expected to begin in the spring of 2021, DeForest added.

Custodial contracts

Council approved two three-year contracts with Any Domestic Work, for custodial services at the Brunswick Recreation Center for $5,745 per month and at the Brunswick City Hall and Division of Police building for $3,925 per month.

Police and fire residency

Finally, City Council approved legislation changing a city ordinance related to residency and maximum age limitations for new hires in the divisions of police and fire. The legislation changes residency requirements to within Medina County or an adjacent county and removes the previous 25-mile radius requirement.
