Eisenhower Drive project: York County planners oppose plan that would take properties - York Daily Record

More opposition could be coming for an alternative concept to the controversial Eisenhower Drive Extension project, which is intended to alleviate traffic congestion in southwestern York County and southeastern Adams County.

A committee of the York Area Metropolitan Planning Organization voted unanimously Thursday to draft a resolution in opposition of the Transportation System Management plan, an alternative to extending Eisenhower Drive from High Street to Route 116.

The TSM would involve making improvements to the existing network, but it would require taking about 53 homes and businesses in Hanover. Hanover borough and Penn Township already have approved resolutions in opposition to the plan.

Hanover attorney Arthur Becker Jr., who has an office on Carlisle Street and co-owns properties that would be affected by the TSM, spoke to members of the planning organization about the "reckless and irresponsible” concept that has left businesses and homeowners with anxiety and fear.

"People are outraged for good reason," he said. "People who have invested their life savings in their homes and businesses are now being told they may lose those homes and businesses..."

The state Department of Transportation is still evaluating the three options: an extension of Eisenhower Drive, the TSM or no project at all.

The department hopes to make a decision by May, PennDOT design manager Ben Singer said. A public hearing is expected in June.

Singer is asking the public to wait until a decision is made. It's a process, and it's going to take time.

"Hopefully we're getting to the end of it," he said.

During Thursday's meeting, Becker asked a series of questions about the TSM plan. How is an 85-year-old expected to relocate? What if the compensation check doesn't cover the mortgage payoff and results in a foreclosure? What if a business can't find a new spot and ends up going out of business?

"How is that fair?" he asked.

Under the TSM plan, Becker said, PennDOT projects that drivers would save 2½ minutes in their commute.

Becker asked the planning organization committee to deny funding for the plan and to adopt a resolution in opposition similar to what Hanover borough and Penn Township have done.

"Please help us end this madness," he said.

Felicia Dell, director of the York County Planning Commission, made the motion for the opposition resolution, and former state Rep. Ron Miller seconded it. It was passed.

The committee's next meeting will be in April.

Dell said after the meeting that a resolution would lay the foundation in case the TSM is selected as the project. It's not a plan that transportation planners had identified as a priority to fund or support.

Becker said he believes that the committee recognizes the financial devastation that the alternative would cost to the Hanover community.

" ... So I appreciate the committee's support in our efforts to ensure that this irresponsible and devastating proposal doesn't come to fruition," he said.
