Murfreesboro plans $260M in road projects, including Thompson Lane, Bradyville Pike - Daily News Journal

Construction to widen Thompson Lane to five lanes between Memorial Boulevard and Broad Street will start by 2023, according to a Murfreesboro road report.

"Although the Thompson Lane project is a state project, the city is closely monitoring and encouraging  this road development in order to improve our city's traffic flow," Councilman Eddie Smotherman said. "We're looking forward to getting this roadway's bottleneck open."

The yet-funded $58.5 million project will stretch 4.25 miles linking Siegel High, Middle and Elementary schools and large churches on fast-growing Murfreesboro's north side. Work will include a sidewalk on one side and a multi-use path for cyclists and pedestrians on the other, said Chris Griffith, executive director of the city's Public Works Division.

Griffith recently presented the road report to the City Council. The document shows spending $260.9 million of state, city and federal tax dollars to improve 15 road projects, including New Salem Highway, Bradyville Pike, Cherry Lane, Jones Boulevard, Rucker Lane and Rutherford Boulevard.

A funding breakdown of each project shows $123.7 million coming from the state, another $108.9 million from the city and the federal government chipping in $28.3 million.

City to improve utilities as part of Thompson Lane project

The council will spend an estimated $1.7 million on the Thompson Lane project. The remaining funds include $50 million from the Tennessee Department of Transportation and $6.8 million from the federal government, the road report shows. Project costs include $2.5 million for engineering and $6 million for right-of-way acquisition.

"This is one step out of many that we are going to have to take to address the traffic situation in Murfreesboro," said Councilman Rick LaLance, adding that he'd like to see the city build bridges that bypass the I-24 interchanges soon.  

TDOT is working on right-of-way acquisition for the Thompson Lane project, spokeswoman Kathryn Schulte said. It will take approximately 30 to 36 months to gain approval from owners of the 158 tracts of land needed to complete the work.

"Once that work is wrapping up, the construction scheduling will then be contingent on funding availability and future budgets," Schulte said.

Murfreesboro officials are also seeking plans to relocate and improve water, sewer and repurified water lines in conjunction with the Thompson Lane widening project, Assistant City Manager Darren Gore told the council recently. The council recently authorized spending up to $175,000 for engineering work from ELI for the utility plans.

TDOT anticipates the project could be out for bid by June 2022, but Gore said he was not confident the road work can start by then.

Engineering will be $2.5 million, and right-of-way acquisition is estimated to be $6 million.

New Salem Highway Phase 1

  • Description: Reconstruct 1.35 miles of New Salem Highway from I-24 to Old Fort Parkway (state Route 96) to five lanes with sidewalks
  • Status: Plans being finalized, expected 2021 construction start
  • Cost:  $13.3 million from state, $302,600 from city

New Salem Highway Phase 2 

  • Description: Reconstruct 2.15 miles of New Salem Highway (state Route 99) from I-24 to Cason Lane to five lanes with sidewalks
  • Status: Under construction
  • Cost:  $32.7 million from state and $168,000 from city

Bradyville Pike

  • Description: Widen 2.1 miles Bradyville Pike (state Route 99) from two lanes to three lanes between Broad Street and Rutherford Boulevard.Sidewalks, bike lanes and transit shelters to be added
  • Status: Right of way acquisition underway, expected 2022 construction start
  • Cost: $13.9 million; $2.4 million (state), $11.2 million (federal), $306,758 (Murfreesboro)

New Salem Highway Phase 3

  • Description: Rebuild New Salem Highway to include five lanes and sidewalks from Cason Lane to Veterans Parkway, approximately 2.46 miles.
  • Status: Plans being finalized, expected 2023 construction start
  • Cost:  $23.3 million from the state

Warrior Drive Extension

  • Description: Extend Warrior Drive and complete loop with Beasie Road near proposed Costco store
  • Status: Preliminary design underway, expected 2020 construction start
  • Cost:  $5 million; $3 million from city and $2 million from state

Rutherford Boulevard Extension

  • Description: Extend Rutherford Boulevard with a new three-lane road and bridge over I-24 from Rutherford Boulevard to Warrior Drive. Includes improvements to Rutledge Drive
  • Status: Preliminary design underway, expected 2023 construction start
  • Cost:  $23.5 million from the city

Brinkley Road

  • Description: Rebuild 2 miles of Brinkley Road to three lanes with curb, gutter, sidewalk, and multi-use path from Franklin Road to Manson Pike. 
  • Status: Right of way acquisition underway, expected 2021 construction start
  • Cost:  $13.6 million from city

Jones Boulevard

  • Description: Widen Jones Boulevard to three lanes with curb and gutter section with a multi-use path and sidewalk.
  • Status: Right of way acquisition underway, expected 2020 construction start
  • Cost:  $9.1 million from city

Rucker Lane

  • Description: Rebuild 2.4 miles of Rucker Lane from Franklin Road (state Route 96) to Veterans Parkway to a three-lane roadway with curb, gutter and sidewalks.
  • Status: Contractor to be hired soon, expected 2020 construction start
  • Cost:  $14.6 million from city

Rutherford Boulevard Signal Improvements

  • Description: Install Adaptive Signal Control Technology (ASCT) traffic signal system along Rutherford/Northfield boulevards
  • Status: Plans being finalized, expected 2020 construction start
  • Cost:  $3.4 million from federal government and $125,000 from city

Cherry Lane Phase 2

  • Description: Build five-lane road with curb, gutter and sidewalks and multi-use path from west end of Siegel Park to Sulphur Springs Road
  • Status: Right of way acquisition underway, expected 2021 construction start
  • Cost: $16.8 million from the city

Cherry Lane Phase 3

  • Description: Construct a five-lane road and interchange at Interstate 840. 
  • Status: Right of way acquisition underway, expected 2021 construction start
  • Cost: $53.8 million; $46.7 million from city, $7 million from federal government

Gateway Boulevard Extension

  • Description: New 3 lane road between Robert Rose Drive and Gateway Boulevard
  • Status: Preliminary design work, expected 2022 construction start
  • Cost: $2.5 million from city
