Here's what will and will not reopen in May in Kentucky, according to Gov. Andy Beshear - Courier Journal

Places of worship will be able to hold in-person services and retail shops will be able to welcome customers in May, Kentucky Gov. Andy Beshear announced on Wednesday.

Beshear laid out a plan for re-opening several portions of Kentucky's economy on Wednesday. In order to re-open, various businesses must follow public health guidelines set forth by industry-specific the state in its "Healthy at Work" initiative. These rules include enforcing social distancing, closing common areas and making masks universal for employees, among others.

Under phase one of this plan, manufacturing companies can re-open their doors on May 11, and horse racing can occur without fans. On May 20, places of worship can hold in-person services, and retail shops can welcome back customers. And on May 25, 10-person or less social gatherings can occur, and barber shops can re-open doors.

Restaurants, movie theaters day care centers and public pools were not included in phase one of this plan, among other things, according to Beshear.

Speaking on restaurants, Beshear said part of the difficulty in eating at a public dining establishment while wearing a face mask, which all Kentuckians are being asked to do starting on May 11. Beshear also said that it will be tough on restaurants' financial outlooks to be asked to limit capacity to stem the spread of the coronavirus.

"I know that might not be for everybody," Beshear said. "But we want to work with you in the industry to figure out how to do this and how to do it safely. And I know that we only want to do it if we have a safe experience."

Beshear's announcement comes several days after certain health care practices, such as chiropractic and dental offices, reopened their doors.

On Monday, Beshear announced a multi-phased plan for rebooting the commonwealth's health care industry, with some outpatient/ambulatory surgeries and invasive procedures being permitted to resume on May 6.

  • Vehicle or Vessell Dealerships
  • Professional Services (50%)
  • Horse Racing (No Fans)
  • Dog Grooming / Boarding

May 20

  • Retail
  • Houses of Worship

May 25

  • 10 Person Social Gatherings
  • Barbers, salons, cosmetology, businesses and similar services

What will not reopen under Phase 1

  • Restaurants
  • Gyms
  • Movie theaters
  • Campgrounds
  • Youth sports
  • Public pools
  • Day care facilities
  • Summer camps
