CHARLESTON, W.Va. — Gov. Jim Justice’s six-week plan to reopen the state’s economy drew support Monday from medical experts, elected leaders and representatives of small businesses.
Justice’s plan, “West Virginia Strong: The Comeback,” calls for a measured reopening based on positive tests rates for the coronavirus staying below three percent. The rate was at 2.49 percent Monday evening.
State Coronavirus Czar Dr. Clay Marsh said the positive test rate staying low is a key along with the crucial metric called R-naught which measures how many people an average person with the virus can infect.
“Our R-naught value (in West Virginia) is now below 1,” Marsh said at Monday’s coronavirus briefing. “That implies that a single person will not be able to infect another single person.”

Marsh said he fully endorses Justice’s plan. He said state residents have been successful in flattening the curve over the past five weeks which has given the state more time in a number of areas.
“More time to prepare, more time to get PPE, more time to augment our testing, our surveillance,” Marsh said.
National Federation of Independent Businesses (NFIB) state director Gil White is excited about the second week of the reopening plan that would allow small businesses with less than 10 employees to reopen.
“Small business owners will be thrilled to know that at least there’s some parameters now put in place that identifies what you can do and when you can do it,” White said.
He said it’s also key that Justice’s plan is optional. He said small businesses don’t have to reopen until they are comfortable but he predicted many would.
“Most small business owners will jump at the opportunity to reopen,” White said.
Governors in some other states have been criticized for their reopening plans. U.S. Senator Shelley Moore Capito said Justice’s appears rightly measured.
“I think to give people a very sensible way to begin to reconnect and to begin to reopen is the way to do it and as long as we still practice the social distancing aspects of it, I’m fully supportive of that,” Capito said Monday on MetroNews “Talkline.”
State Senate President Mitch Carmichael, R-Jackson, and House of Delegates Speaker Roger Hanshaw, R-Clay, threw their support behind the plan. They issued a joint statement.
“We are happy that the actions taken by the State in the past several weeks have slowed the spread of this virus. Now, we look forward to turning our attention to the process of recovering from the damage this virus has caused, both to our communities and to our economy.
“We join Governor Justice in his goal to reopen the West Virginia economy as quickly as possible while respecting the need to maintain necessary health and safety protocols. We support the Governor’s desire to get our businesses open and our economy moving again. Governor Justice correctly remarked last week that it is critical to our State to get workers back on the job and business owners back to doing business, all as quickly as possible,” Carmichael and Hanshaw said.
Marsh urged West Virginians to continue to social distance and continue to work from home when possible and stay at home under Justice’s stay-at-home order from five weeks ago.
“We’re in really great shape and we’re the envy of the country, as the governor said, and it’s critical that we work together and we all take our personal responsibility and if we do that well I think we’ll be a model for the country,” Marsh said.
Justice said Monday it’s time for state residents to hit another home run.
“As I’ve called upon you to really knock it out of the park as far as protecting our people and you did it. Now I’m calling on you to knock it out of the park again as we’re going to back to work,” Justice said.
