COLUMBUS, OH — Citing declines in cases and hospitalizations for the new coronavirus, Gov. Mike DeWine announced Monday his plans to begin a "phased" reopening of the Ohio economy.
"Ohioans have stepped up, and we are where we are today — where we can start getting our economy moving — because what you, as citizens, have done," DeWine said during his news conference on Monday.
Starting May 1, there will be an opening of health care facilities around Ohio. All procedures or operations that do not require an overnight stay in a hospital will be able to move forward, DeWine said.
Dentists and veterinarians can also resume all of their work beginning May 1, the governor added.

Then, on May 4, general offices, manufacturing, distribution and construction will be opened up, DeWine said. The governor said employees who can work from home should continue to do so.
On May 12, consumer retail and services can reopen. There is not yet a planned reopening for barbershops, salons, restaurants or bars.
At opened businesses, every employee will have to wear a face covering, there must be daily health evaluations of employees, good hygiene practices must be followed, limited capacity in buildings and regular cleaning of all surfaces. If an employee tests positive for COVID-19, that must be reported to the local health department. If possible, the floor should be shut down for a deep cleaning.
"But we're going to require those who are opening - and those who already have been open - to follow strict guidelines on how to reopen," DeWine said.
Details on what companies will have to do can be found on the state's website.
Ohio's stay-at-home orders will remain in place, but will be modified, DeWine said. Gatherings of 10 or more people will still be barred, though workplaces will be exempted. Large events like concerts will still be prohibited.
Why Ohio Is Reopening
DeWine said state leaders will continue to monitor COVID-19 levels statewide. The numbers will be used to guide state decisions.
DeWine said the essential tools for halting the spread of COVID-19 are still maintaining social distancing, washing your hands, wearing a mask and disinfecting surfaces. "These are the things we'll have to continue to do as we move forward with the economy," he said.
The expansion of COVID-19 testing capacity also influenced DeWine's decision to move forward with the economy's reopening. Ohio should be able to do 14,000 tests daily by May 6, 18,000 tests by May 13 and 22,000 tests by May 27.
"We think we have a real shot of achieving these [testing] numbers," the governor said Monday. The state is trying to expand its contact tracing workforce. There are currently 685 employees across the state trained to do this. The state also has volunteers to bolster the tracing corps. DeWine said the state will provide funding to county health departments to hire new tracing workers. The state would like to have 1,750 contact tracing workers by June 1.
Monday's Numbers
There were 362 COVID-19 cases confirmed in Ohio between Sunday and Monday afternoon, the Ohio Department of Health announced. Since the start of the outbreak, there have been at least 16,325 COVID-19 cases in Ohio.
There were also 25 new COVID-19-related deaths in Ohio between Sunday and Monday. The number of new cases and deaths appearing daily seem to be declining in Ohio.

Ohio is part of a pact of Midwest states working together to gradually and safely reopen economies in coming weeks. Here's when the pact's states could let their stay home orders expire.

- Both the Michigan and Illinois orders end April 30
- Ohio's order ends May 1
- Minnesota's current "stay home" order expires May 4.
- Wisconsin's order ends May 26
