A group of six states will start work “immediately” on designing a plan to reopen their economies amid the coronavirus pandemic, New York Gov. Andrew Cuomo said Monday.
Cuomo, a Democrat, said the states will name public health and economic officials who will form a regional working group to design the plan.
In addition to New York, the states are Connecticut, Delaware, New Jersey, Pennsylvania and Rhode Island.
Cuomo, who was joined via telephone by governors of each of the other five states, said recommendations should be “ASAP,” but “smart.” He said he wanted the recommendations within weeks.
Cuomo’s announcement came after a pair of Monday-morning tweets by President Donald Trump, in which he said he and governors would make a decision “shortly” on reopening the economy. Trump also said he, not governors, had that power — a claim disputed by legal experts.

The New York governor said he had several questions for Trump. “Open what, open it when, open it how?” he asked. “You want to put forth a management model? Let’s hear the model,” Cuomo said.
Earlier Monday, Cuomo said the worst of the outbreak is over in his state.
The governor said the state officials would “study the data, study the research, study the experience of other countries, and give us guidelines and parameters to go forward.”
