A proposed moratorium on more warehouse development along Route 53 after approval of the controversial NorthPoint plan could be tested as early as Tuesday.
When the council meets Tuesday, it will consider an extension on plans for the 298-acre Joliet Logistics Park at Route 53 and Millsdale Road.
The project was first approved in 2007 and includes a 490,000-square-foot warehouse already built, according to a staff memo. But because most of the project is undeveloped, a deadline on the preliminary plat has expired and must be re-approved for development to continue.
"It's already been approved. They want a time extension," interim City Manager Steve Jones said Friday.
Such extensions are typically routine. But this one comes amid residential opposition to warehouse development that has been fueled by the 1,300-acre NorthPoint project that is expected to get bigger.
O'Dekirk suggested he would hold the Joliet Logistics Park plan to the standard he proposed on April 17 after voting for the NorthPoint project. The mayor said then that further warehouse development in the area along Route 53 should be restricted to the Compass Business Park and CenterPoint Intermodal Center-Joliet.
"I think at this point to just allow warehouse development along 53 goes against the NorthPoint plan that the council approved," O'Dekirk said. "I think we have to be responsible."
Two other council members – Terry Morris and Larry Hug – also talked about warehouse moratoriums along Route 53.
Both Morris and Hug voted for the NorthPoint plan, which passed 6-3. Morris took criticism for having said in the last election that he would support a moratorium on any continued warehouse development on the south end of the city.
The Joliet Logistics Park has been back to the council five times for revisions or extensions since its first approval in 2007.
