NORTH ROYALTON, Ohio – A plan by a North Royalton developer to build five townhomes on West 130th Street south of Sprague Road has received preliminary approval by the North Royalton Planning Commission.
However, Quinn Management Group has scaled down the project to three two-family and two single-family townhomes. Originally, all five townhomes were two-family.
James Quinn, of Quinn Management Group, said the change became necessary after he learned of an easement on his site. The easement gives an ambulance company next door the right to access part of his land, thus limiting space for development.
Mayor Larry Antoskiewicz, a planning commission member, said the commission hopes Quinn’s plan will include the construction of sidewalks along West 130th in front of the townhomes, although he added that a lack of sidewalks isn’t necessarily a dealbreaker. He said the city has aggressively supported construction of sidewalks throughout town.
Quinn told cleveland.com Saturday (May 16) that he will try to include sidewalks along West 130th in his project.
If Quinn wins final approval from the commission, the five townhomes would stand on 3.4 acres just north of Doula Lane and in front of Athenian Village, a senior-living community.
It was the Athenian Village Condominium Association that had asked Quinn for sidewalks along West 130th. The association also requested a sensor traffic signal, at West 130th and Doula, that would detect when cars are lined up on Doula and change the light from red to green accordingly.
Quinn said the traffic light isn’t warranted now that he downsized his project, adding that he did not perform a traffic study to make that determination.
According to Quinn’s revised application to the city in April, each town home unit would contain three bedrooms, two-and-a-half bathrooms and a two-car attached garage. The development would include greenspace, walking paths and privacy landscaping.
