Some Bay and Saginaw county school districts announce coronavirus plans after Supreme Court ruling - MLive.com

SAGINAW, MI - The Michigan Supreme Court has struck down the powers underlying Gov. Gretchen Whitmer’s continued emergency orders, leaving local school districts to decide if they will follow mask mandates and other requirements issued by the governor’s office.

While most districts in Saginaw and Bay counties have yet to make a public statement on the ruling, Freeland, Hemlock and Swan Valley schools declared their intentions to stay the course already outlined in their plans.

The message from Freeland Community School District Superintendent Matt Cairy restates the ruling and Whitmer’s response arguing that her orders remain in effect for most of the next month. Citing conflicting responses from members of the legislature and the potential for court action to change the effective date, Cairy said the district will continue to follow its COVID-19 plan until there is more clarity on the decision. The current plan requires 5-12 students to wear masks at all times on buses or school grounds, but does not include a similar requirements for K-4 students.

“Please do not expect to see any adjustments to our plan in the immediate future, and know that we will actively communicate any changes to our parents, students, and community as they occur,” Cairy said.

Hemlock Public School District Superintendent Don Killingbeck said the decision calls many of Whitmer’s executive orders into question, and some community members have reached out with questions on what it means for the district. A lot of the district’s plans involve recommendations or requirements issued by the Saginaw County Health Department and Michigan Department of Education, he said, and Hemlock will follow its plan until further notice. School districts across the state modeled their return plans after the Return to School Roadmap issued by Whitmer’s COVID-19 Task Force on Education.

Masks are also optional for students K-4 under the district’s current plan.

“To be clear, in terms of students and masks, we will follow the same protocols we have from the start of school outlined in our return to learn plan,” Killingbeck said. “This plan has helped guide us for the last six weeks and kept our school family safe. Over the next week or so, schools will receive additional guidance from the MDE, Health Department, and likely new legislation.”

On Facebook, Swan Valley School District made a post acknowledging that the executive order on masks went into effect Monday. The district cited the court decision in sticking to its current plan of making masks optional for elementary students, though strongly encouraging them.

“This allows for parent choice and it appears to be working well for both students and staff,” the post reads. “Therefore, we will continue to adhere to our Return to Learn Plan which can be found on the district website.”

When reached for comment, Bay City Public Schools Superintendent Steven Bigelow said the district would not change its plans in response to the court order as it prepares to make the return to in-person classes. Saginaw Public Schools Superintendent Ramont Roberts could not be immediately reached for comment.

“Bay City Public Schools is continuing with the current safety measures for our face-to-face return to school, which includes masks for K-12 students,” Bigelow said.
