UWF to unveil plan to reopen during COVID-19 pandemic, plans campus-wide masks, screenings - Pensacola News Journal

This fall, in response to COVID-19, the University of West Florida plans to institute campus-wide face masking, daily pre-screening for students, staff and visitors, and continue to offer remote learning options for most courses.

The State University System has instructed all 12 of Florida's public universities to produce detailed, individualized plans for how they will safely re-open in the fall semester. UWF was scheduled to unveil the draft of its reopening plan to the university's Board of Trustees on Thursday morning, but the meeting was delayed until Friday because of technical difficulties.

UWF President Martha Saunders established a Return to Campus Task Force and five subcommittees — healthy campus environment, healthy community environment, academic program development, COVID-19 virus testing and contact tracing and surveillance. They developed a 30-page document outlining how the university plans to maintain a healthy campus while moving back toward normal operations.

The plan is currently in draft status and will not be finalized until approved by the trustees and the Florida Board of Governors, which is scheduled to review the plan during its June 23 meeting. 

Here are some key takeaways:

SAFETY PROTOCOLS

Everyone on campus will be required to wear a face covering unless they are in a private office or a work space or outdoor area with at least six feet of separation between people.

UWF will provide one reusable cloth face covering and a bottle of hand sanitizer for every student and employee. Visitors will be provided a disposable face covering. Accommodations will be made for people with disabilities that prevent them from wearing face coverings.

All students and employees will be required to complete a daily return to campus pre-screening before visiting a university location, in addition to completing a COVID-19 training. The pre-screening will include questions on travel and symptoms, and those who answer affirmatively to a screening question will be referred to Student Health Services or a health care provider for COVID-19 testing.

The maximum room capacity for all classrooms in use for fall 2020 will be updated to allow for six feet of social distancing between all parties. Classroom facilities will be thoroughly cleaned and include signage showing where students can sit based on social distancing guidelines. 

ACADEMIC PROGRAM DEVELOPMENT

Faculty teaching freshman and sophomore level courses will have the option to deliver them face-to-face, online or in a hybrid of the two.

Junior and senior level courses will primarily be delivered online, with the exception of courses with extensive hands-on, clinical or internship work that requires faculty supervision.

Graduate courses will be delivered face-to-face, unless they are part of an online program or students are enrolled in synchronous online instruction offered as part of a face-to-face course.

Immediately following Thanksgiving break, all courses will be arranged so that instruction, review and final exams are delivered remotely for the rest of the semester.

Students identified as high-risk will be directed to academic advisers, who will work with them to facilitate other delivery methods. 

Students will be notified of course changes via email by July 1, 2020.

HOUSING AND CAMPUS LIFE

UWF will continue honoring housing contracts for the fall semester. 

The university will also reserve spaces for COVID-19 isolation. A student who tests positive for COVID-19 will be moved immediately to a quarantine space. If someone comes in one-on-one contact with that student in their living space, that unit will be quarantined until test results are available. 

Move-in day will be expanded to a full week, residence halls will be cleaned several times a day and the number of guests a resident can have at any given time will be limited to one person.

Dining and most retail operations will remain open with social distancing in place. To go dining options will be available.

The library will reopen with reduced hours and a new layout to observe social distancing.

PLAN APPROVAL

In the event of a second wave of COVID-19 infections, re-implementation and mitigation procedures will be executed immediately.
