Tamaqua Area School District officials continue to work on their plan for a return to in-person instruction in the fall.

On Tuesday, school board members received an update from Superintendent Ray Kinder on the preparations for the upcoming school year.

“Everything we do will be done to reduce the chance of transmission. Not eliminate, we can’t eliminate anything, but we’re going to try to reduce the risk,” Kinder said.

Kinder said he would like the board to adopt a health and safety plan in August. But he said they can still make changes to the plan after it’s approved.

School board members said they agree with parents who support a return to in-person classes with all students on the first day of school. In a recent survey conducted by the school district, over 86 percent of parents said they were comfortable with their child returning for in-person classes if Schuylkill County is in the ‘green’ reopening phase.

Just like other districts, Tamaqua Area will offer its own online option for families who are uncomfortable or unable to return to school. Kinder said any parent who is considering online learning for their children should look at the district’s offering.

Online classes would be taught by the same Tamaqua teachers who are in the classroom, which will help if a student decides to return to in-person classes. And with more time to plan, the online classes will be more rigorous than the ones offered at the end of the 2019-20 school year.

“I feel confident the teachers will be able to raise their game even further and give even better quality instruction,” he said.

“Obviously we believe we want kids in school, we believe in the value of face to face instruction as the best solution. But for some families it may not be possible.”

The district hasn’t finalized plans for the yellow phase. Other districts have proposed opening at 50 percent capacity in the yellow phase, with students doing a mix of online and in-person learning. Kinder said it’s likely the board will vote on the plan next month.

Board member Nick Boyle said he would like to see if there would be increased cost for transportation and if the district reopened with 50 percent of students, as well as the cost of buying extra devices for remote learning.

Kinder said the district has ordered personal protective equipment and has received CARES Act funding to pay for it. But he said many other districts are also looking for that equipment, and many items are back-ordered.

The district plans to request donations of PPE from parents, just as it does with pencils and other school supplies at the beginning of each school year.

Ultimately, he said, the success of any plan depends on students, parents and staff following the guidelines, wearing masks and socially distancing, and staying home if they have symptoms of COVID-19.

“I feel comfortable the plans we’re putting in place will have the best mitigation possible,” he said.
