  1. Introduction and Background

Danish Refugee Council (DRC) is an international non-governmental organization which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. Danish Demining Group (DDG) is the technical specialized unit of DRC, working to protect conflict affected communities. To that end, DDG aims to improve safety, strengthen community resilience and build local capacities to reduce and remove weapons-related risks and factors that may result in use of weapons.

DRC has been operational in Libya since 2011 providing basic assistance and protection services to

safeguard the dignity, safety and wellbeing of Libya’s most vulnerable and at-risk populations including migrants, refugees, asylum seekers, Internally Displaced Persons (IDPs), returnees, and host communities. DRC's interventions include protection assistance, legal aid, site coordination and management of informal settlements, shelter assistance, multi-purpose cash assistance (MPCA), food and non-food item distribution, community safety initiatives, and humanitarian mine action. DRC has also recently expanded its activities to include livelihood activities as part of the new Economic Recovery Unit that encompasses cash transfers and economic recovery solutions. DRC and DDG currently have offices in Tripoli, Benghazi, and Sabha.

To strengthen DRC-DDG Libya programming in (to be confirmed) neighbourhood in Tripoli, the organisation seeks an external consultant to carry out a gender-sensitive conflict analysis and subsequent reporting as part of a participatory and localised conflict analysis process. The overall process should build project staff understanding of root causes, triggers, effects of local dynamics and actors involved in conflict in the specific area and also raise awareness of conflict sensitivity risks and opportunities. The conflict analysis will subsequently be used to inform DRC-DDG sector activities in the selected locations.

  1. Consultancy objectives Overall objective:

Produce a high-quality conflict analysis mapping of roots and proximate factors, triggers, effects of local dynamics and actors involved in conflict, community dynamics and their relationship to each other in the area through desk research and interviews with key informants and staff. This analysis should inform the participatory and localized conflict analysis workshop.

  3. In collaboration with DRC-DDG, conduct a gender-sensitive conflict analysis workshop with a focus on conflict sensitive risks and opportunities of DRC-DDG programming.

  4. Produce a gender-sensitive conflict analysis report including recommendations to DRC/DDG on how to adapt conflict sensitivity risks and opportunities to existing planned programming.

  5. Consultancy scope

The consultancy should cover the geographic location of (to be confirmed) neighborhood and surrounding communities. The final location will be confirmed through consultation with the consultant and programme teams prior to the start of the analysis.

  1. Methodology

The deliverable of the consultant will feed into a gender-sensitive conflict analysis process (GSCA) outlined in the below workplan timeline. The consultant will have responsibility and an active role on lines marked in grey and described below.

Pre-workshop research

a. Desk review: the consultant will review existing resources, available conflict analyses and documents and map actors and stakeholders influencing local conflicts.

b. Data collection: the consultant will use key informant interviews, including with staff, community members and DRC-DDG volunteers. The methodology must include a key role for national staff in the conduct of the research and the generation of the analysis, as well as be inclusive of a range of different local stakeholders. Gender inclusion and participation of marginalized groups will be emphasized. Care will be taken to ensure that the different stakeholders are free to express their views without interference or concerns of reprisals.

Gender-sensitive conflict analysis workshop

c. The GSCA workshop will focus on a specific area of intervention, and participants will be staff and relevant stakeholders, such as community mobilisers, with insights on the context and conflict dynamics. The consultant will co-facilitate the workshop, contribute with insights and data from the pre-workshop research and take notes in preparation for the report. The workshop will take place over three days. Depending on access to Libya, the workshop will either be conducted through half day sessions virtually using MS Teams, Google Jamboard, and the online conflict analysis tool OPSECA or by full-day sessions in Libya. The objective of the workshop is to generate a shared understanding of the local conflict dynamics (factors, stakeholders, conflict sensitivity interactions) through a gender lens, to develop an understanding of how programme activities may impact these dynamics in positive and negative ways and how to mitigate or optimize these dynamics by identifying conflict sensitivity interactions. The aim is further to generate ownership of the analysis and its findings to balance different perceptions of the context and to increase the likelihood of staff taking the conflict sensitivity interactions into account throughout their project implementation. Prior to the workshop, participants will be asked to think about and prepare a list of five stakeholders and five factors that influence conflict and peace in the context. By the end of the workshop, the participants will be tasked with developing a process and timeline for updating the analysis and

reviewing the conflict sensitivity interactions. Identified conflict sensitivity interactions, which require the development of add-on activities to strengthen social cohesion or mitigate community tension, will be addressed using other funding mechanisms.

Post-workshop research and reporting

· Data collection: the consultant will pursue any gaps of information identified during the workshop through desk research and/or KIIs.

· The consultant will draft the report in a structured manner, so that new updates can be added according to the format agreed by the participants. The overview of the analysis will be formatted so it can provide a general introduction to the context. The conflict sensitivity interactions will be presented to relevant DRC-DDG managers and coordinators and elevated to senior management level if organisational processual issues are identified.

· Presentation of key findings: the consultant will present the key findings and recommendations to DRC-DDG to receive input for adjustments before the final report.

· Draft overview of context and factor and actor mapping prior to conflict analysis workshop

· Active participation in conflict analysis workshop

· Report: A simple and concise format, including overview of context, factors, actors, concrete recommendations and suggested action points based on the research and workshop. Maximum 25 pages, including maximum three pages of conflict sensitivity risks and opportunities and maximum 3 pages of Summary on key findings and recommendations.

· A presentation of the findings and recommendations to DRC-DDG Tripoli team and other key DRC-DDG staff.

The report and presentation will be written in English

The exact format of the report will be agreed upon with DRC-DDG but should include the following elements:

  1. Brief historical overview of the local context factors and actors taking any significant regional and national events into consideration.

  2. Overview over local and communal conflicts: types of conflict in the intervention areas, root causes, triggers, and effects of local conflict, existing conflict management mechanisms (their strength and weaknesses) key stakeholders and their relationships (participatory actor mapping), priorities defined by communities of what conflicts should be addressed, needs in terms of capacity building and possible processes that could be put in place.

  3. An analysis and recommendations of how DRC-DDG can ensure not Doing Harm and can seize opportunities to prevent tension and/or conflict i.e., strengthen relationships and social cohesion.

  4. Timeframe

This timeframe is tentative and will be revised based on the consultant’s proposal.

  1. Consultant Qualification and Expertise

DRC-DDG is seeking an experienced consultant with the following expertise and skills:

· Post graduate degree in Social Sciences, Development studies, Peacebuilding, Conflict management studies and/or related discipline

· Strong understanding of the context in Tripoli, Libya

· Demonstrable and extensive experience in local conflict analyses and context assessments

· Strong and proven participatory research skills and experience.

· Knowledge of current literature / practice on conflict analysis, conflict management and peace building programming

· Skills in teamwork

· Ability to produce high quality analytical material in English

· Proficiency in Arabic is highly preferred.

We offer

  • DRC-DDG will offer the successful applicant a 13 working-day contract, the conflict analysis must commence no later than April 15, 2021
  • DRC-DDG will pay consultancy fees at a mutually agreed rate.
  • Payment will be made on submission of all requested deliverable as stated in section 5 of this document
  • DRC-DDG staff located in the assessment areas will provide necessary support to the assessment team and assist in identifying KIIs and relevant staff for interviews.
