The City of Cañon City, the Colorado Department of Transportation and Atkins North America hosted the final open house for the proposed US50 West Cañon City Access Control Plan on Thursday.
The event gave the representatives an opportunity to review the goals and purpose of the plan, discuss the next steps and gather comments from the public regarding final recommendations.
The Access Control Plan is a long-range plan for future access to U.S. 50 as growth occurs between the westernmost city limits and 15th Street, a distance of approximately 2.3 miles.
Changes to access on U.S. 50 will occur in phases or incrementally over time based on redevelopment or an identified safety concern.
Community takes first look at US50 West Cañon City Access Control Plan
Based on the information provided Thursday, U.S. 50 has about 130 existing access points (driveways and intersections) within the study area limits, which is more than 55 access points per mile. Optimizing the number of access points on U.S. 50:
- Reduces conflict points where a crash may occur on the highway. This is applicable not only for vehicles but also for pedestrians and bicycles having to cross multiple access points along US 50.
- Creates fewer locations for vehicles to brake or turn onto or off the highway resulting in more efficient travel for through traffic.
- Makes the corridor more visually appealing to all users and visitors by reducing the number of driveways.
The main concern people have expressed about the plan is access to Hank’s Travel Plaza, which is located at 420 Royal Gorge Blvd. A median for pedestrian refuge in front of the establishment could prohibit left turns directly in and out of the gas station, which also houses Big Daddy’s Diner. However, there are still two driveways off Fifth Street.
“We are working with them on that,” City Engineer Adam Lancaster said about the business owners. “We are not leaving them out of the discussion.”
He said a lot of pedestrians unsafely cross the highway to get to the plaza, but designers also must look at ways to accommodate the large trucks that make deliveries to and from the establishment.
“The intent is not to harm anybody, it’s to make things safer,” Lancaster said.
City Councilman Jim Meisner said the council has been involved in the planning process, and he’s pleased with how the project has progressed.
“The company has done a really good job trying to work with the businesses,” he said. “I know that some businesses have some issues, but they worked really well with the Department of Corrections in trying to address the problem with them, they are trying to adjust the problem with Big Daddy’s, and we knew from the beginning that was going to be a problem and how do we creatively fix that.”
Having the city and the engineering firm meet with the stakeholders and property owners as they developed the plan to address problems made the process much easier, he said.
“I think 99 percent of those problems got taken care of,” Meisner said.
Once the plan is approved, the city and CDOT can begin work on a pedestrian crossing project that may result in the modification of existing access points between First and Ninth streets. The intent is to build an undetermined number of medians in 2021.
The city has about $2 million from CDOT designated for the project.
“We need to get people safely from Main Street to the Riverwalk to the park, that’s the longterm objective,” Meisner said. “Then from the park to the riverwalk to downtown – you’ve got to have that flow, but it’s not there right now.”
Once input is gathered from Thursday’s open house and the plan is potentially revised, it will be submitted to the city council for consideration in April.
