Certain lower-risk businesses could resume operations in California with modifications and adaptations as early as Friday, May 8, as the state moves from Stage 1 to Stage 2 of its plan to reopen amid the coronavirus pandemic.
Guidelines for reopening those businesses and other public spaces are expected to be released Thursday.
Here’s what types of businesses could open beginning Friday:
— Bookstores
— Clothing stores
— Sporting goods stores
— Florists
According to the state, stores and public places that can reopen in Stage 2 are those that can easily implement safety measures to lower the risk of COVID-19 exposure to patrons and employees. Many retail stores could open with curbside pickup, for example.
Businesses in the logistics and manufacturing industries also may be able to reopen Friday, under the state’s plan.

Offices, dine-in restaurants, shopping malls and schools remain closed for now, but could reopen later under Stage 2.
“Millions of Californians answered the call to stay home and thanks to them, we are in a position to begin moving forward into our next stage of modifying our stay at home order,” Gov. Gavin Newsom said in a news release Monday. “But make no mistake – the virus isn’t gone. It’s still dangerous and poses a significant public health risk.”
While the state plans to enter Stage 2 this week, counties may move more quickly if they meet the state’s readiness criteria. Counties may also opt to keep restrictions in place based on their local conditions; state officials expect some counties to continue enforcing their stay-at-home orders beyond Friday.
The statewide restrictions have been in place since March 19, forcing schools and nonessential businesses to close.
In the past week, scores of people across Southern California have protested state and county health orders intended to lessen the burden on hospitals and prevent infection in high-risk populations. Mounting public pressure and grim economic outlooks, however, have prompted some county officials to consider lifting stay-at-home restrictions earlier than planned.
On Wednesday, the University of California, San Francisco and UCLA will launch a free virtual contact tracing program to help suppress the spread of the virus. Comprehensive contact tracing – that is, identifying those who have been in close contact with someone who tests positive for COVID-19 – will allow the state to maintain its health care capacity and confidently modify its stay-at-home order.
The goal is to train 20,000 individuals in two months.
“As we move into the next stage of reopening,” Newsom said, “we will do so with update guidance to help qualifying businesses make modifications needed to lower the risk of COVID-19 exposure to customers and workers. Californians should prepare now for that second stage of reopening.”
