Outgoing Montgomery County Administrator Mark Casteel says “many differences of opinion” with a county commissioner over government operations led him to step down, writing in his resignation letter “our conflict has affected my ability to manage our teams and has left me and many of my direct reports feeling uncertain about the future.”
“I consider myself to be very flexible however it is clear to me that he and I will not be able to resolve our differences,” Casteel wrote in the letter, a copy of which was obtained by the Journal Review. “Therefore, I feel that resigning is the best option for me.”
Casteel was referring to commissioner John Frey. In the letter, Casteel writes that he would “be happy to meet with” commissioners Jim Fulwider and Dan Guard “to discuss the transition of my duties to my successor.”
Frey said the commissioners were shocked by Casteel’s decision to step down.
“His letter was certainly a surprise,” Frey said in a statement. “Mark has been a longtime leader and public servant in our community. I wish him all the best on whatever he chooses to do next.”
Casteel, a former sheriff, submitted his resignation Wednesday after 10 months overseeing day-to-day operations of the county. The Board of Commissioners created the position last year.
Casteel’s last day in the office was Friday. After using paid time off, he will officially leave Aug. 12.
Commissioners plan to meet to discuss filling the position.
